Actually, it is NT. And here is the logic behind that claim. Yes, this coin is intentionally toned. But I'm the minter of this coin. And, as such, I can issue it with any finish I want. So this is the original finish, as issued, on this specimen. So can a coin with the original finish, as issued, ever be considered "AT" ?

No, I'm not a US Mint employee. I'm an "independent". If you look at the picture in the first post, and compare it to a US Mint Maine state quarter, you will see that the subject matter is the same, but the designs are different.
I submitted a design to the state of Maine in their state quarter design contest. That design won, and was chosen by Maine for their quarter. But the US Mint modified it by keeping the same theme but re-arranging it. Folks in Maine didn't like the Mint's version (see link to Coin World article earlier in this thread).
The coin pictured in the beginning of this thread is a specimen that I minted using the original sculpture that I submitted to the state of Maine.
