It might go 65, but the carbon spots are a concern and there appears to be verdigris on the reverse just above E PLURIBUS and below the Buffalo's chin. Still, it's a mint state Buffalo which is always a thing of beauty.
The detail would warrant 65. The luster and overall eye appeal are hard to discern; from here it looks a little flat. These are usually extremely bright and refective. I'll venture something in between the two of you--64.
Well, it has a lovely strike. The carbon flecks are a negative, as are the hits on the obverse near Liberty. It has a good amount of lustre, but I wouldn't grade it above a 64 for the surface quality. It's still a nice Buffalo.

I would call it a really nice 63 or a 64, personally, because of those marks.
