The "toughest" rankings are for PSA 8 NQ and higher (that's what 8+ means), so the overall "toughest" ranking includes the total number of PSA 8 NQ's, PSA 9 NQ's and PSA 10's.
The 1/25 also has 8 PSA 9 NQ's for a total of 33 cards PSA 8 NQ or better.
The 1/27 also has 3 PSA 9 NQ's for a total of 30 cards PSA 8 NQ or better.
