Ok VAM experts, I need and opinion.......1889 VAM 23A or not?

My photo skills still need work but I think these may be good enough to get an opinion on the VAM designation if it is in fact one. Is this an 1889 VAM 23A????

I admit that I have no idea when it comes to VAMs so some one please direct me to a place where I can acauire a good VAM reference book or two...

A clashed In would show up on Liberty's neck. A clashed E however, which a 20A is, would show up on the reverse, which is why I was asking.

20A appears on 1889-O is what you mean I think.
