OT: eBay - non sports item problem

I bought a mobile phone cable from a guy on eBay who is a Hong Kong seller but claims he has an office in Buffalo, NY, which I believe is untrue. Anyway he has already left me positive feedback and I received the item and it does not work. It was only .01 with $5.99 shipping ($6.00 total) but he wants me to send it back. No way will I pay postage for $6.00 to send it back. Is there any way I can file a dispute with eBay to get a refund. I paid thorugh PayPal. Obvioulsy the amount is no big deal but I do not like to be taken advantage of.
Sorry for posting on this board but I value you guys and gals opinions. I would post on the Open forum but most eBay buying is done on this board and I know I will get a lot of opinions.

Ebay won't do anything, you can file a SNAD with Paypal, but they will require you ship the item back to the seller. Did he by chance not use DC?? If not you could be underhanded and file with Paypal saying you never recieved it, but you are limited to 2 such disputes per year for 6.00 I would just let it go.

Yes, there are bad things that can happen. They like you
to deal with them and not the CC companies.
Do NOT lie to them about "not receiving the item." They
would probably catch you in this circumstance and they
will cancel your account..FOREVER.
This may sound like goofy advice: Check the cable you
bought on some other units. Coil it and uncoil it "briskly,"
too. Sometimes they come back to life.
The Chicoms pay no listing fees and no store fees to
be able to RIP Americans off. eBay, PayPal and the Chicoms
are the only ones who benefit from the Red-China alliance
that eBay has made.
I think you are pretty much stuck because the amount of
money is just so tiny. The CC company would reverse the
charge, but it might take a long time on the phone to get
$6.00, and it would go on "your permanent record."

What permanent record? I have excellent credit and a great FICO score. In the last 10 years I must have done 3 non-eBay related Charge Backs with no negative implications whatsoever that I know of. Charge Backs are what give the ripped off consumer retaliation power when using a credit card.
Also, Can you send it back to him COA? I have bought a couple of similar items and a few haven't worked. They have always just sent me another and never asked for the disfunctional one back. Stay in communication with the seller as that may be something he may do.

But, your CC guys do note all CBs and if you
have used too many on tiny-money disputes,
they might not be overly helpfull if you have
a big problem.
It has noting to do with your credit report.
Just the file that your CC company keeps.
AMEX gave me a hard time once on a mail-order
chargeback for less than $200. I had had two
automotive disputes with mechanics the previous
year, and AMEX was pretty nasty to me on the
third smaller one.
