Your right the braid detail seems to stand out BUT that's typical on a 1921 Buffalo Nickel. Let me see if I can find another image for comparisom. The only way to say if it has been tooled is to view the coin in hand.

the braid details on the 21p and s are typically very strong ,as caitlen said youd have to see it in hand to see if it were tooled. by the way this is the typical mush reverse for a 21s with a strong reverse.
This is how a 1921 Buffalo nickel should look like. Because the braid is very different than every other date in the series, some people refer to these as Type 3 Buffalos. If you take a close look at the date, you'll also notice that the "1"s have serifs. Again, this is the only date in the entire series with this design feature.
And for the record, this is a 2 1/2 feather variety. There are still some slight details left of the inner most feather. 2 1/2 feather varieties are not uncommon for this date.
