Moving metal or adding to it (instead of taking away, usually). Filling in a hole or glazing a Morgan are examples.

whizzing and/or Pocking a Turban head gold eagle would be another example.

Altered surfaces can mean a cleaning, tooling, artificial toning, etc. It can also mean adding or removing a mint mark.

Altered surfaces can mean a variety of things: Artificial frost, puttying, tooling, whizzing, etc. It doesn't mean dipping. If a coin has been too severely dipped, it would bag for cleaning. It doesn't mean PVC as there's a specific category for that.

    Here is one definition :

"A designation given to coins which cannot be certified due to any number of alterations to its surfaces after it left the mint. Such adjustments or alterations include CLEANING, lacquering, PUTTYING, TOOLING and ARTIFICIAL TONING."

The expression appears to be used most frequently when a substance has been added to a coin's surface, in order to cover up imperfections and/or make it look better (techincally or as in frosted devices, etc.).

Now that I have finally seen pbfloyd's dollar it looks like it has altered surfaces for a reason not yet mentioned, thumbing, where you use your thumb to apply oil to the surface to make hits and marks less noticable. (There are a a bunch of marks on the cheek of his dollar but they aren't shiny but dull with little contrast with the surfaces of the cheek around them. They've been thumbed to fill them with oil and make them stand out less.) A dip in acetone will remove the oils and make the coin gradable, but the appearent grade will go down because the marks will now be more noticable.
  • coin guy says it had artifical frosting applied..if it does and I believe him and pcgs.then it is miminal because in hand it is pl at least
