Rouble on eBay - grade of MS-62?

Maybe the picture doesnt do it justice, but a grade of MS-62 seems like a stretch on this 1765 rouble. Am I missing something?

Hard to tell from the tiny pics. Believe it or not, NGC doesn't subtract for "crud" on the coin, which is what this may be.

For example, NGC considered the coin below a 66, and you can see that it's fairly dirty.
