Minimum size requirement

Does PSA issue vouchers for cards that fail to meet minimum size requirements? Yes, you guessed it. I had 2 68 OPC Stargells that were short. They gave me a voucher about 2 years ago, but none this time and it's been a couple weeks.

    I had one come up a few subs ago, and haven't gotten a voucher.
    Always buying 1984 Ralston Purina PSA 9s and 10s I NEED 19,21, and 29!!!
