21D Error coin or VAM or ???

I don't really know, but it kind of reminds me of the remnants of a jewelery mount.

Given the K12 position of that blob of extra metal, I'd also say it was the remnants of a silver soldered loop for a necklace

No question about it. That is a solder mount. It's provenance is ex-Billy Bob's belt collection.

I was in Washington, D.C. for a few days......

The coin's edge has been soldered, or altered in some way -

(I'm trying to cover my bases just a bit in case it turns out
it's a remnant of a bezel, or god knows what else someone
did to it).

Without a doubt it's post-Mint damage, and did not occur
during the minting process.....
