!838 Victoria Sov. Variant question.

Just picked this up as an interesting piece. His pictures not mine
Anybody know the story behind it?
BHM #1834 Brass, Rarity "RRR" Extremely Rare.
Reverse says " By Trampling on Libertys I lost the Reins" with St. George slaying the British Lion!
I have traced the saying back to an 1830 Medal BHM#1442 Earl Grey Appointed Prime Minister, the Duke of Wellington was trampling the Lion on that piece. It is also on a William the IIII medal BHM #1724

It may well relate to Victoria having to relinquish the rule over Hannover with her coronation. The "To Hannover" tokens would then be a reply piece.
