PCG Grading best or worse

Does anyone know the history of PCG grading? Does anyone have any cards ? I see a 1990 Tiffany Sanders graded 9 at 15.00 or best offer(#8799444280 ebay) I know there was a PCG grading company too. Were they graded fairly? What companies back then were the best of the worst? Everyone including a baseball player wanted to start their own company back then. I think that some had to be legit but had no money or reputation to take it to the next level.

Man, that is one ugly flip. It's like waking up after a bad night's drinking to see who you went home with. Never used them but I'm sure I've heard of the acronym at one point.
