    Looks like it. image PVC is usually a green deposit.

    Is that the cap of a Merc? It looks like it might be PVC.

    close up looks suspicious of PVC.... maybe try a small drop of acetone on a Q-tip over the area depicted, but I wouldn't be too aggressive...bummer it's on the coin it on..image

    I thought PVC contamination displays concentric circles around the point of "infection"? I don't see any rings around this. If it's been in a slab for a while, it's probably just some crud.

    Looks like active PVC. Bath the coin in acetone, and don't worry about it. Whoops! Just noticed it is encapsulated by NGC. I would send it to NGC for them to fix what they missed when grading the coin. It should only cost you shipping fees.
    I collect Capped Bust series by variety in PCGS AU/MS grades.
