It's known as a center dot. I believed this is the spot where a compass would be put in order to measure the correct distances and alignments for the devices on early Federal coinage.

Nice hair detail, eagle is nice, stars and LIBERTY are beautiful, great color....
As far as the obverse scratches-- she is an old gal- that obverse is fine. Nice coin.
I would love to have her in my collection.
