What does a serial numbered card xx/30 mean?

Does anyone here know if what this seller is claiming is true? Seems like maybe it was a replacement card rather than an internal sample. Any help would be greatly appreciated. Thank you.

    You might ask the seller for a scan of the back of the card.

    If someone wrote xx/30 e.g.

    I think they are saying the series of cards are "numbered" to 30. So xx is referring to numbered to.

    But the card should have a specific number like 22/30 e.g.

    Here is the text from his auction description:

    This is a 1997 Pinnacle Totally Certified Platinum Gold card of Junior Seau of the San Diego Chargers. It is a rare variation serial numbered "XXXX/0030". This is not a promo - the promo cards had "SAMPLE" stamped on them. This is a rare variation that was numbered this way for Pinnacle internal circulation and archives, and only a few sets like this were produced. This is truly a unique collectible card.

    There were samples of the Red, Blue, and Gold versions that year, all with XX instead of an actual serial number. I don't remember off hand if they had "sample" stamped on them as the seller claims. I have a Marcus Allen at home, so I'll check and post again.

    I was working on that set up until about 5 years ago. I had 132 of the 150 cards. I finally gave up and broke it up to sell on Ebay. Lost my butt on it. I never saw one with xx/30 on it.
