I have used twice to actually buy items. I was using it to complete sets. Anyway the first few times, ebay killed the want it now buying opportunties before I was ever able to buy the cards.
Some of the time when I had a big list of cards, I would get replies offering 2 or 3 cards for x set. I appreciate the offer but having to buy them 2 or 3 would kill me on the postage.
"Has anyone ever used it? Does it work? Do people respond?"

If you request "a specific 1978 item," you may get 100 messages offering "a 1978 item," that has nothing to do with the specific item you are looking for.

Everything Ebay does seems to get abused by scammers. This is partly the nature of scumbags and the idiots that feed them, and Ebay itself - which really doesn't give a gerbil's butt about the service it provides because it's a monopoly.
Monopolies don't last forever (unless you're Debeers) but the sooner it goes, the happier I'll be.

I ask for specific items. They respond with general items for sale.
I ask for Seau PSA, and I get responses for raw seaus or seau jerseys that look fake.
I ask for 1999 or 2000 UD MLS Sign of the Times and I get offers for regular UD MLS.
Their excuse is always the same. "I do not know what PSA is, but I have these other seau raw examples for sale."
The fact that you used the term "raw" tells me that you know about graded. If you know about graded than you know about PSA
I gave up on using it since it has yet to bear fruit for me.
