Deciphering the box

Here's a box top from my most recent PSA order. I'm just wondering what all of the marks mean. I think 6/9 means "substitute 6's for all of the 9's in this order." The little scribbly is a W, I think, after looking at the other boxes. I'm pretty sure it's the grader of death's first initial. W is for Wilbur, which explains his mean streak. The black mark is, well, a black mark. I picked that up when I complained about the holders.
Any guesses on the rest? The numbers appear to have no relation to my order number. Why a green sticker this time? I usually get gray ones, I think, but maybe orange sometimes?

3= C, L or U
6= F, O or X
8 = H, Q or Z
So the Two thirds fraction would mean the second number in each row which = LOQL
LOQL= Look Out Qualifers Loaded
But of course this is all canceled out by the blue dot and the word "No" in the upper left of the box. Or is it the word "On"?????

First off, you guys are looking at the box wrong, this is the proper orientation:
How did I know that? The word “no” appears in the incorrect orientation.
The message is cryptic, but let’s first look at the letters, “ehse”. At first this may appear as an anagram, but some of you may know that PSA is run by machines (much like the Matrix and they speak in binary). However, this was written by a human so the binary was translated into decimal; that equivalent is: 101 104 115 101. The two numbers that don’t seem to belong here are “4” and “5”; 4 + 5 = 9; this may seem trivial, but let’s move on to the next part of the message.
The next step is to analyze the “b/9” term. Letters are not to be divisible by numbers so the “b” must also be expressed in decimal like the letters above; we are left with 98/9. Furthermore, it should seem obvious that the number “9” needs to be removed, but from 98 – not yet. “9” is removed from the first part of the message as “4” and “5” are removed. The message becomes: 101 10 11 101. Now that we took out the “9” we add it back to the numerator of b/9 and are left with 107/9, which is 11 with a remainder of 8. Next the “11” is appended onto the original message, which now becomes: 101101110111.
Now we’re almost there!
The message itself seems binary, but this doesn’t seem right. On the box you’ll notice an orange dot and a blue dot. Recalling that orange and blue are opposite colors, the message is reversed! Such that it becomes: 010010001000. Being a genius I see the pattern as morse code for “afus”, which is an anagram for “usaf”. Someone was trying to tell us the air force is involved with PSA!
Genious!!!! It all makes sense now, all of the peices are falling into place. PSA, the USAF, Desert Shield cards from Topps! They are all involved up to their neck! Their more than likely watching right now! If you don't hear from me again assume the worst! THE TRUTH IS OUT THERE!!
