I tried because I bought two coins from a bogus seller. The total was $30.50, 1@ $20 and 1@ $10.50. Since neither one was valued at least $25.00 I didn't qualify. eBay takes at least $25.00 in costs per item.

I have tried on a clear scam,

ebay wanted me to get an appraisal. How do you get an appraisal on something you don't have to get appraised?

Simple you request an appraisal value on exactly what you received - NOTHING. Appraised value of NOTHING is $0.00

Yes, a long time ago( 4 years?). I think it was a two hundred dollar item and I got $175 back. Do not remember it being a real pain in the rear.
