  • Yes. I have sent in dozens of PSA-graded cards that I really thought should be a higher grade. I have, probably, had 15%-20% upgraded by PSA. They are, basically, very fair on the reviews. I HAVE had examples where PSA returned the card in the original holder...with a brief explanation as to why the card IS a "9"....I then break it out, resubmit it, and about 50%-70% come back as "10's". You, probably, have a little better chance of getting the card upgraded after it has been broken out of the existing PSA holder. But, as I said, I HAVE had them agree to upgrade many cards that were already in PSA holders.

    In most cases, I wouldn't bother with the review service. Just crack it out and send it in.

    For a card valued just beow $3,000, I assume the $50 Super Express 2-day?
