Why are SMS coins in the proof Kennedy registrie?

I would think that only Proof coins would be in a 64-date PF Kennedy 1/2 Dollar registrie set. Why have 65,66,or 67 if they are not proof's?

They in essence are considered proofs/mints- becuz no prrofs were actually made in those years. I have a nice ms68 1966 NGC- and have been told it should be a PR? Go figure.
