OK, help ID this one (without a picture, haha!)

What country's crest has a crescent and star with three strands of wheat or grain above it, flanked by two flags that also have the crescent and star?
The reverse has the denomination (1-something, in Arabic), flanked by the dates in both Gregorian and Hejira years (the Gregorian year is 1964, which is the only thing I can read on the coin, since everything else is in Arabic squigglies.)
It's a small coin, slightly smaller than a dime, and I assume it's copper-nickel- it's a silvery color.
If you said the crescent and star equals Turkey, good for you- but this ain't from Turkey. Their coins are pretty recognizable and use the Roman alphabet in most cases.
What bugs me is I used to recognize this coat of arms, from having found it in Krause. But now I can't remember what dang country it is. Certainly an Arabic and/or Islamic one. My guess was Algeria, but I was wrong.

But you gotta ID it before I figure out what it is by pawing through my gigantic new '06 Krause. Let's see if anybody's awake...

Of course, there is a chance the new Krause omitted it but it was in an older edition- that wouldn't surprise me.
I just discovered a very common Spanish peseta is not listed in the 2006 (The first Juan Carlos type, with the old reverse of the Franco issues).
And I have a 1933 Swiss 10-rappen coin that ain't listed in either my 2004 OR my 2006!
