1936 Proof Set (avg 67.09)

As a novice coin collector I thought I'd throw out this question. There is a 1936 proof set currently selling on eBay. Seven coins (includes satin penny and nickel) with an average PCGS grade of 67.09. For all intents and purposes it appears to be legitimate with pictures of the coins in the PCGS holders. Is there any advice anyone can give with respect to making an offer? Is this a dumb question?????? Thanking you in advance.
