A couple of toned Canadian Cents

Found a Canadian mint/prooflike set with these in it in a Dealers bargain bin and couldn't resist 
It is velvet lined in a soft red plastic case. Anybody know why they have 2 different cents in these
sets and only one of each of the other denominations?
