What makes someone grade

a 1991 Score Rickey Henderson or a 1991 Score Cal Ripken All Star?

Are they bored, have that good of an eye that they know it will be a 10 or have more money than they know what to do with?

A lot depends on the pop report. For instance, a PSA 10 Henderson that's a 1/1 will usually sell for around 50-60$, no matter what year/issue it is. As the population number expands each successive card sells for less, until you get out to around 11 or 12 PSA 10's, at which point they barely recoup the grading fees (usually). With other players, like Clemens, the pop. can expand to 25 or more PSA 10's before the cards sell for less than eight bucks.

If you miss, and only get a 9, you dump it in your Ebay store for $2 or so, and with shipping you'll come within $.50 of the grading fee, so if the card has a reasonable shot at a 10 you can submit it. The thing is, though, that you reallly, really, REALLY don't want to get stuck with hundreds of modern 8's and 9's. They will 'eventually' sell, but it can take a while, and while you're waiting for those cards to move you're missing out on opportunities because you've got $ tied up in those crappy slabs. If a guy was going to get into submitting modern stuff where the PSA 10's usually sell for less than $30 he should probably spend a significant amount of time really studying already slabbed cards and trying to learn what the differences are between the grades. Otherwise you can get you a** handed to you.

Also, while submitting this kind of stuff may seem dumb, it is, in fact, no dumber than submitting post 1973 commons that have at least a speck of damage under magnification.
