Registry set nograde question?

Why would a set be listed as 65.90 grade points and have NOGRADES listed?

A collector of high grade TONED BUFFALO NICKELS ,working on a PCGS REGISTRY SET.

As LindeDad says, I have seen this before when a coin is submitted for grade review. While its in process, it will show as a no grade.
