Will PCGS assign 2006 Mint set coins a variety #

Is it for sure that the mint will continue 2006 Mint Sets with a Satin Finish? It is for sure PCGS will assign a different number to the mint set coins from roll or bank business strikes? Just wondering? Opinions/facts please.
