It's highly variable. Most bags that haven't been roughly handled will have at least 30 or 40 but it can be much higher or lower and many of the bags were well traveled.
It would be wrong to ignore the date of the (hypothetical) bag when figuring sight-unseen percentages and odds. Certain dates are more or less likely to have a quantity of MS65's than others.
If you take the bag and shake it for a few minutes then put it up to your ear to listen, you should be able to hear about 30-34 MS65 coins. If you can't tell, then shake it a few more times until you hear them.

There were 9000 in the Battle Creek bags submitted to NGC recently. If you want to count up the percentages for gems and toned it's in the Superior auction files--I'm too lazy.

These bags were very common in the early '60's when the mint cleaned out their vaults. Most were Morgans but there were a few seated liberty dollars and peace dollars. Other than 1963 and 1964 you will have great difficulty finding half dollar bags. There may also be a few late date Kennedys.
Most of the silver dollar bags have been split up over the years, but as with anything that's common, it takes many years until they they are used up.
Seriously, though, it depends on the date/mint as alluded to before. A theoretical original and unsearched bag of '81-S Morgans would yield far more 65s than, say, a theoretical bag of '95-O Morgans.
There's also a huge element of blind luck involved. These bags were typically filled from the output of about 15 or 20 die pair I believe. Even in years with good quality all these die pairs could have been bad. While variation between years and mints is most pronounced there is also a lot of variation from one bag to the next of the same date/ mm.
I spoke to a dealer here yesterday, he had told me last year he was buying a bag of 1884-O. Yesterday, he said they got 776 MS 63 or better slabs, with 8 MS 66. Pretty good hit in my opinion, especially since last year I heard about the bag and wanted to get it myself. Oh well.

If its the first coins off of new dies maybe all or most of them.
