why does NGC grade coins in this fashion

Do the words "Gem" and "Brilliant" have any meaning, gradewise, like they used to back in the old days?

Typically, BU means MS60 and above. It is generally accepted that Gem BU means MS65 or above.
No need to spend an extra 5 seconds wondering if it is a slider of MS63-MS64 or anything.
Too, they don't have to worry about someone claiming it is over/under graded.
And, as mentioned, it was done for a different audience and in bulk.
Probably can use quite the junior grader (or janitor) to tell the difference in a BU vs non-BU morgan.....
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

A requirement for PCGS to get the first strike lable is to send an un-opened green monster full of silver eagles. Now if you put MS69 as a minimum PCGS loses a lot of potential grading fees because most of the 500 in the box will not grade. Now if they offer to slab them for half the grading fee as a general BU coin MS65-MS68 they recoup some money for time spent on each coin.
I guess pcgs doesn't know any better either......
