1943 penny error question

I was browsing through some wheats when my daughter pulled out a 1943 penny with some unusual characteristics.
The 1,9, & the 3 were all nicely raised, while the "4" looks as though the stamp was non existant. The 4 is hard to make out and if looking at it from the side, it does not appear to be there at all. Much like the "D"on the 1922.
The back of the penny had 4 scars that look to be metal cuts that go at about a 25-30 degree angle across the penny, as though a roller cut into the steel.
Is this a known error? Does this have any significance?
