Any other TPG other than PCGS, NGC, Anacs, ICG should have their coins considered raw and valued accordingly. Most collectors would not consider making the purchase without seeing the coin in hand. Pictures are too easy to manipulate.
Heavily counterfeited issues should be avoided, as some of these companies are NOT good at detecting counterfeits.

I bougt two NNC coins. Cracked them out and sent them to PCGS. One graded the same and I lost the FB (the seller didn't even sell it as FB because it was so weak), and the other went down a point.

Loads of them. The first couple times centsles listed them I eMailed telling them they weren't. Of course, they ignored me and went right on trucking. Quite a few $15 regular variety coins bringing $75 to $150. Nice racket.

I agree, and would stress the "in-hand" part to say never, never buy a 3rd world TPG coin sight unseen, unless you are seriously mad at your money.

It depends. If you get it cheap, sure. But you do not want to pay anywhere near what a PCGS graded coin would bring in the same grade. ICG consistently overgrades moderns.
As your time is running short, I'll jump in and advise against bidding/buying this auction. ICG is one or two full grades too generous, IMHO, with moderns and especially with modern proofs. Rob
