Looks more like an 1862 P.
But then again, I don't have the coin in hand, so I don't know for sure.
The date is smaller on the 1862 quarters than on the 1869's.
The S mintmark is not located on the 1869 quarter in the area of the coin where the disturbance is that the seller thinks is a part of the mintmark.

Wrong size "S" to be an 1862-S. 1862-S has a large mint mark.
Not a 1869-S either. Font is different on date. 1869s have a long serif on the "1" in the date. Also, the mintmark is in the wrong place.

Hmmmm. Good catch.
I personally think that it is an 1860-O (probably the broken O reverse). Take a look at Brigg's book and look at some other 1860-O quarters. Just a guess.
