Question - Cross at any Grade doesn't cross - Why?

I submitted a very nice looking, problem free 1826 Bust half for crossing. It was in a 3rd tier TPG holder. I am an experienced grader. The coin is an attractive problem free XF 45 coin. It's in an AU 58 3rd Tier holder. I wrote clearly on my submission form - "CROSS AT ANY GRADE" because I had confidence it would cross to an XF 45. I would have cracked it, but I was trying to cross some beautiful NGC old fattie Washingtons and I didn't have enough crosses to make the 5 minimum for regular 15 day grading.
The coin has been DNC'd with no explanation. It leaves me asking why? Any ideas?

I've read plenty of posts about coins that didn't cross that then holdered after being cracked out and resubmitted raw. I think PCGS tends to be ultra-conservative about crossovers since they can't put the coin back in its original holder if they spot a problem after it's been cracked.
