Regrade for Full Step designation? (PIC ADDED)!!

I recently had a 1997-P Matte Finish Jefferson Nickel grade at MS-69, but without the Full Step designation. After carefully reviewing this coin very closely, I can't find any difference between it and other Jeffs which I've had graded with the Full Step designation. No nicks, marks, or merging of the steps. All are clearly defined.
Sooo......
What's the best route to try and get this certified as a Full Step coin? Obviously I'd like to keep the MS-69 grade, and not risk a downgrade. Is this something which falls under the "designation review" grading category? If not, is it better to send it in still in the slab for a regrade, or would it be better to crack it out first?
Can anyone offer sound advice on this subject?

I don't understand it also??? I just got grades today on a 1997 SMS Nickel and it also graded MS69 BUT NO FS!!!!!!!
This is the 2nd 1997 SMS Nickel I have had graded WITHOUT the FULL STEP designation in 2 months. The steps ARE there. What is wrong???

Each and every one of the darn steps is there, clearly delineated... very frustrating.
The only thing I can think of is that the steps have a slight wave to them (i.e. they are not perfectly horizontal), but every 1997 SMS Jeff I've seen (3 so far...) has the exact same wave in the steps, and at least one of them has already been certified FS. (The other is still raw). Maybe if someone was looking at it really fast, and the light hits that wave just right, they might assume it's not got full steps, but if you rotate the coin, you can clearly see them all ....

I agree, the designation review would be less costly and may be the best way to get the FS designation.

You would think the much lower pop number would be more valuable!
How interesting it will be when the day comes when the wiser collectors begin outweighing the certified hype, when the FS designation becomes something of the past!
Don't end up selling yourself short if you can't get the designation!
