Could someone shed some light as to why Ebay doesn't think Western Union is a safe form of payment?

For example, you send the funds to "George Washington" in Jerkwater, KS and all someone has to have to claim the funds is an ID which says GW. Fund disbursement is not even at a bank but often a mail drop, supermarket or similar business.
You had better be darn sure you know who you're dealing with.

i do not like the bad wrap money orders get.
i see a lot of problems between buyers and sellers
and rarely do they involve a money order.
i accept money orders and trust western union and the USPS ones.
i use them to pay 100% feedback sellers with no problems.
if my letter got lost, yea, it takes time to see your money back
if at all.. so maybe i would not use it for large amounts greater
than 500, which i never have.
but overall, i think it is much better then a personal check.
for example, i can cash the USPS money order right at the bank
when sending the package to the buyer.
works out well. no paypal fees either.

Because ebay doesn't own it.
And ebay warned that Paypal was unsafe, before they bought it.
