Does anyone know if the US Mint struck foreign coins in 1974?

I have a Kennedy Half Dollar that is missing the copper core and weighs 9.5 grams. Normal ones weight 11.34 grams. Any help would be appreciated. Thanks, Richard.

Bill, it is always nice to see your posts. Hope all is well. Another coin I bought with this lot was a 1964 Lincoln that was struck at least six times that I can see, maybe more. Gonna analyze it more this week. Pictures to come.
