Question for sellers: shipping to unconfirmed address with Paypal

We're talking about a $150 card that I recently listed on ebay. The buyer has feedback of 1700+ with a 99.7% rating. Is it advisable to just ignore the risk and accept payment and ship to the unconfirmed address?

  • I would have never taken Paypal for a card that could sell for that high, but technically if you did not say it in your listing that you would not ship to unconfirmed addresses he could file a NPS on you. I have shipped cards that expensive to unconfirmed addresses before, but it is up to you.

    If you do I would ship it registered mail, that way there is no way he can deny getting it. If he files with Paypal I would file mail fraud on him.

    I have some guy that won 3 cards from me the other nite....he paid me via paypal while I was online and I immediately wrote him and told him I would not accept it.

    Have not heard back.

    My auctions state that you need to be confirmed thru paypal.

  • I personally have one NSS strike on my account for saying I would not accept payment from an unconfirmed address after it not being in my listing terms. Ebay also denied me the FVF credit after he did not pay otherwise.

    But I don't worry about that anymore since I dumped Paypal altogether. Never been happier as a seller since then either.

    Just went into my preferences on Paypal and changed them to where someone that is NOT confirmed cannot even pay me!

    now to refund this guy his money unless someone here can vouch for him...

    Goose - at $2.50 + .50 + .50 for shipping, you will be fine with delivery confirmation. True, you don't get the free "insurance" of seller's protection. Heck, you could even pop for the insurance. It will be cheaper than relisting, and you won't have an angry buyer (who paid promptly). I wouldn't sweat it.

    I would ship him hte card... With unconfirmed adresses i just go by the buyer's record on ebay. There are stupid reasons why paypal will not confirm an adress and there are many legit buyers out there who do not have a confirmed adress.

  • Confirmed addresses are check against credit cards. If the buyer didn't put a credit card, his/her address cannot be confirmed (some buyer use only checking account to pay items on ebay so their address cannot be confirmed but they're verified) or if the buyer uses another address other than the credit cards billing address.

    Verified refers to bank account (not the account holder's address). paypal makes those cents deposit in your bank and you tell paypal th exact amount deposited and when you put in the correct amount you're verified. If unverfied buyer cannot pay using bank transfer only card payments.

    So Paypal verified and Paypal confirmed address are totally different.

    You don't have any seller's protection if you ship to unconfirmed address.

    I sent the buyer a polite email immediately upon payment and reminded him that my listing states I don't accept unconfirmed payments and asked if he had some sort of reason for not being confirmed.

    I'm certainly not shipping until I hear something back.

    You guys are tough! I've shipped lots of cards to unconfirmed addresses and never had a problem. Typically the shipping address is a PO Box or a work address for people who aren't home during the day.

  • Actually you can get a confirmed address through Paypal without a Credit Card now.. If it were not for that I would not have one. I still have the account, but have not used it in 4 months. There are just too many ways for good sellers to get screwed through Paypal due to bad buyers, the final straw for me came when they did a chargeback in January for an item I sold in September of 2005.

    Let's hear some more about this if you don't mind.
  • Simple sold an 85.00 dollar comic book on September 12th 2005. Buyer paid via Paypal on the 14th. He said he recieved the comic and left positive feedback on Sept 21st. On January 9th 2006 I got an email from Paypal saying that he had reported to his Credit Card company that he had not recieved the item and they were holding the money until I could prove he recieved it. The DC # which I still had was no longer available on the USPS site so there was no online proof for Paypal to have, they then deducted the money they lost from the CC company from my account.

    That was the second time they have done something like that to me first they froze my account for 6 months with 400.00 dollars in it, because I had recieved a payment from a buyer who was scamming buyers on Ebay then using the money he was buying items. I finally got all my money back, but was a big headache.

    I'm thought this only applies to a second address.

    MarkJ, from what I understand is that if you want to confirm another address (let say a work address) you have to submit to Paypal some proof before they confirmed that address. I don't know the requirements you have to call them.

    Did you use DC? Keep DC receipt for proof.

Probably that buyer of yours knew that USPS takes off the online tracking after a certain time. Ask USPS if they keep tracking offline.

    that's a load of crap! you got hosed!

    what credit card was it...do you know? Someone on the coin forum got hosed out of a few thousand in a very similar manner!

    Paypal does not care according to the Protection Plan the tracking has to be trackable online, if it is not then there then Paypal will not protect you. Most Credit cards have a 6 month claim period. I heard a similar story where the Chargeback came back over a year later
  • To get mine confirmed without a CC I had to fax a copy of a utility bill in my name with my address, they also snail mailed a letter to me that had a code in it I had to go log in to Paypal enter that code.

    see now that's a load of crap on Paypal's part and one that someone will certainly take issue with at some point.

    If you insure an item for 100.00 and up.....it must be signed for.

    If you use registered mail...it must be signed by all USPS employees (much like evidence) and by the person receiving it.

    If you use Overnite mail......it must be signed for.

    etc...etc......


    Delivery confirmation is probably THE most UNsafe "proof" of delivery that exists. It does nothing other than show that the item was delivered Somewhere.
  • You are right Goose, but DC and Signature confirmation are the only ones that are trackable online and those are the only form from USPS that Paypal will accept (I think registered can be tracked online)..

    There was a guy on one of the Ebay message boards who sold an item for 175.00 he got insurance, his PO told him that you cannot put DC or SC on an insured package(which is not true). The buyer claimed he never got it even though the insurance signature says otherwise. It is not viewable online so Paypal sided with the buyer.

    I don't know if it has changed but the first line of Paypal's SELLERS protection plan at one time stated "The SPP is designed to help protect buyers from fraudlent sellers."

    what it boils down to is that DC is Paypal's "easy way out".

    how dare anyone expect that they might have to pick up a phone and call a PO to check the status on an item that was shipped via another method.


    the first time I get hosed on there will be the last. I will close my account and never accept it again.

    I have a separate checking account SOLELY for paypal that I do not even use for anything else. When I get payments I sweep them into the account. When they show up online, I withdraw them or immediately transfer them to another.

    Call Paypal and explain to them that USPS keeps online tracking less than 6 months. I asked PO clerk before and said they keep it online about 3-4 months and then they take it off (not sure if available offline). It's better to talk to a live customer support and explain to them that you mailed, give/fax them proof (postal receipt and DC receipt) and point out that USPS don't keep tracking# information online that long and also that buyer left you FB that item was received.

  • Don't think I have not tried them, but I was told by 4 different supervisors that unless it can be shown online then they cannot do anything. It is clearly laid out in their TOS that to be protected the tracking must be viewable online.

    I am betting the buyer waited until the number was pulled from the USPS site then tried it before.

    Its ok though I am over and Paypal will never see another dime of my money nor will they ever try to tell me how to run my own business. I dumped their service and have never been happier as a seller.

    This is BS... I mail over 50 items a month and I always use DC and SC with insurance ( over 50.00 and up) . If I am ever asked why I do it... I always say that DC and SC can be tracked on line and insurance can't.

    Never had a problem! I have been told many times by the Postal Clerk that I didn't need both.

    It's worth the time and trouble to add the DC.

  • My Credit card company gives me 6 months. There is no standard set limit on the time that credit card companies will give you.

    Paypal gives buyers 60 days to launch a claim through them which that can get into even more horror stories. There have been numerous claims where a seller shipped an item claimed it was broke or whatever, Paypal freezes the money in the sellers account and has the buyer return the item with DC when the DC shows the item is delivered to the seller Paypal will unfreeze the money and return it to the buyer. The seller in the mean time opens the package he just recieved and it is either empty or contains a rock or anything like that.
