PL Designation - Does it have two applications?

For Morgans, PL usu. means frosty devices and mirrored fields to a certain depth. i.e. cameo.
The I seen PL Sacs & other modern coinage and notice that the entire coin is mirrored/reflective. Shouldn't the devices contrast with the fields?
