What is PCGS definition of "full steps"?

NGC has the desgination of 5 steps and 6 steps for Jefferson Nickels. What is PCGS definition of full steps (5 or 6 or both)?

Full Steps
Term applied to a Jefferson five-cent example when at least 5 steps of Monticello are present.
Lingo on PCGS website. Glossary of terms and acronyms
only five with PCGS, but you'll notice the provision with the use of the term " AT LEAST"
