Queen Victoria Medallic Art

Just bought these two pieces from a dealer in Charleston, SC. Wonder if anyone can shed any light on them? They are obviosly commemorating the 60th anniversary of Queen Victoria's reign, but I don't know anything else about them. The copper medal is 55 millimeters in diameter, while the silver medal is only about 25 millimeters. They are both encased in a Lexan holder with "Queeen Victoria 1897 Jubilee" across the top. The initials on the edge of the bust are T.R. Any info from you anglophiles would be appreciated.
