Question on Grading 1974 Topps Stamps & Hostess Hand Cut

It looks like Nettles is on the end of the panel and may not have a right border would anyone know if this is typical for stamps on the end of the panel or this just a bad sheet? Are these typiccally graded as entire panels, individual stamps or both? Thanks for any help as I have 0 knolwedge on this issue.

How does PSA judge the panels when they are hand cut? What is the proper distance to leave from the dotted line?

As for Hostess - as long as you can see the dotted line all around, evenly spaced is preferrable, as are straight cuts.
