Crossover Downgrades

David - At a client's request, I submitted an NGC 66 for crossover and specified a minimum grade of 65. It did not cross. How can I be sure if the graders really thought the coin was less than 65, or if it was just that someone missed the minimum grade specification? It seems like it would be an easy mistake to make. - Andy
