bought coin off ebay, came in scratched up holder, ....

Coin collectors have to be fussy about condition otherwise they are not real collectors. I bought a 1873 A Prussia 10 Marks with William I on the profile for $157 total. It was in MS 66 condition in a NGC holder.
The holder came all scratched up, which does no justice to a majestic coin like the one I described.
I emailed the guy and told him that the coin arrived safely, but that the holder is scratched up. I also mentioned that I understand this is an oversight as he had lots of coins to send out.
His reply was:

Thank you for the email. So glad to hear that the coin arrived to you safely but sorry to hear that you are not pleased with the holder. You of course have the right to return the coin for a full refund. Please let us know.

This is not what I wanted to hear. Of course he would give me a refund. He can now sell the coin for more because of the unrelenting gold price. I want the coin, but he should reimburse me an amount to get it reholdered. This guy has 100% feedback and left me feedback first. I find it an insult that he says I can return the coin for a refund. He wants it back because he knows he can sell it for more, not because he is providing any outstanding customer service. Should I just neg him and be done with it? If he was nice and offered reimbursement, I would let him off the hook. A nice gesture always gets one in return.

Consider it an investment in your future if you are buying slabs. Usually the #2 polish will buff the plastic to a high gloss.
And you have seen nothing if you haven't seen slabs which have been pulverized during viewing from a major auction....polish that NGC slab, and live with it.

I think you should reconsider your position on this one.
You got a nice coin at a price which you evidently considered fair.
The seller has politely and respectfully offered you a full refund if you are not happy with it.
Your complaint is not about the coin, but about a piece of plastic it came in.
Unless you really collect numbered plastic holders that just happen to contain a coin, then I think your complaint is unreasonable.
If the holder really bothers you that much, then try the polish MacCrimmon suggested or send the coin in to be reholdered.

NGC eh? I have received scratched holders from them on submissions. Just the nature of the beast. They are very scratchable.

I have countless coins that I've bought in scratched slabs (most are PCGS as opposed to NGC; PCGS slabs seem to scratch and scuff MUCH easier than other TPG holders), but never in a million years would I have blamed the seller, let alone considered giving negative feedback.
Either live with the scratches on the holder, pay to have the coin reholdered, or avail yourself of the extremely generous return offered you.
Sounds to me like you're just trying to extort a cheaper price from the seller!
P.S. What's your Ebay userID? I'd like to block you as well.

It's not his fault that the holder is scratched and it will only cost like $5 to get the coin re-holdered, so if you really leave the guy a negative for this, I'd like your ebay id as well to block (life is way too short to deal with crap like this).

That's certainly a very fair-minded sentiment, but regardless of whether given through malice or "newbie" ignorance, negatives are forever. I choose not to knowingly deal with anyone who would even consider giving negative feedback to a seller who offered him his money-back for complaining about something as petty as a scratched slab. As anyone else can do I put kaufvergnuegen through the ebay buying search and there isn't a whole lot of coin buying going on. So please heed the advice here well - buy the coin, not the holder (and you got a very nice coin at a nice price) and know that the plastic is there to protect the coin, hence the scrathces.
Also your remarks are somewhat incendiary and smack of inexperience, the dealer offered a full refund which isn't too common for slabbed coins on ebay and you give no mention of asking the dealer to pay for the reholdering (not that this is reasonable). Negative feedback is wholly uncalled for here, especially as the seller left positive for you.
Enjoy the coin as it is or if the holder really bothers you crack it out and put it in an airtite

I agree, Jester. If we're honest with ourselves, we'll admit that we have all made mistakes and bad decisions as beginners. It seems to me DG must have been blind to how he would come across to others, otherwise he would not have posted something which casts him in such a bad light.
I have never had the slightest interest in cards and don't know anything about them, but doubt that collecting them prepares you for collecting coins.
The comment about needing to be fussy about condition to be a real collector does seem a bit provocative (I had a gut reaction to it as well), but consider what you might conclude if you were a newbie and came here and saw posts like "Just got a bunch of grades back" (not coins, grades). You open the thread to find a listing of coins consisting of just the country, denomination and grade with no other information about the coin, while others oooh and aaah over the assigned grade. Might you not then form the impression that you're not a "real collector" unless you hold out for near-perfection? I know I certainly would.
Yes, I'm aware that the complaint was about the holder and not the coin (in fact, I even remarked on that earlier in this thread). But I do think the point is valid. The subtext is still there.
So I think we should give DG a break. His unrealistic expectations seem consistent with inexperience.
