If a card has a "qualifier," it means that the card meets critera for that particular grade except in term of the "qualifier."
For example, if you have a card that is perfect in every way except its T/B centering is 90/10, this card would likely receive the OFF CENTER (OC) designation. It would be graded 9 (OC). It would sell for less than a PSA 9 grade in most cases, usually in the PSA 7 price range.
There are other qualifiers........STAIN (ST), etc.
Here's an example of a card with a qualifier.. OC (off center) This wouldn't fetch the same amount as a straight 9 with no qualifier, it would go for around the same amount that a PSA 7 would go for..
Cards that have more than one thing wrong with them (off center and stained) still only get one qualifier. Obviously, if there are too many things wrong with the card, it should probably be at a lower grade.

mc = miscut
st = stained
mk = marked, written on
they lower the value between one and 2 grades, a psa 9 oc = psa 7 in most cases
