Different people treat it differently. In my mind, 60-63 falls into the UNC category for pricing, 65 and up is definitely BU, and 64 can go either way. I let the eye appeal make the decision for me. A 64 with exceptional toning or PL I would price as BU, whereas a drab 64 I would drop to UNC.
(Of course I'm simplifying; there's obviously a range in play, but that is how I choose whether UNC or BU is a starting point to determine pricing).
I can't tell on this particular coin where I would start, since I'm not sure from the photographs how colorful the toning is. My gut reaction, given how dark it is (which may also be the photography) is that it's more UNC than BU, but it may be a completely different experience in-hand...
