need to clearification on cert auto grading

hi - need some info from u more advanced cert auto collectors - ive seen alot of graded cert autos on ebay and such and was wondering whats the reason for the psa/dna authentication on cert autos - arent the cert autos supposed to be authentic ? why would u have a second party grading service authenticate it again ?

also i was wondering the procedure for submitting a cert auto that i need for a registry set ( ex - i have the 92 donruss ripken sig series auto and want to get it graded so i can submit it to the 92 elite series registry - i dont need it psa/dna certified - just graded so i can submit it - is it the same submission procedure as reg cards ?)
collecting:
1990 leaf in (10)
1986 topps mets (10)
2008 ring kings cut signatures

The current PSA policy regarding authenticated autographed cards before 1998 is in my opinion ridiculous. The PSA/DNA personnel have enough to work on without worrying about if a 1996 or 1997 Autographics card (Pick your sport) is real or not. This is a extra burden financially to PSA members to get these cards graded that should not be happening. There is no way that you are going to convince me that when cards such as the one's I mentioned above show up for this process at PSA/DNA that the personnel doing the authentication spend as much time on these cards as it takes to "Rubber stamp" the obvious. At $20 a card (or higher depending on the athlete) this policy must be shelved, the sooner the better.
