    That's Brig Gen (US Army retired) Pete Dawkins. He played for Army back in the 1950's. He won the Heisman Trophy for Army in 1958.

    He also ran on the Republican ticket for U.S. Senator from the state of NJ in 1988. The campaign was noteworthy for it overly negative campaigning on both sides of the ticket.
