Philly Mint

image

Anybody know the history behind this coin? Why was it minted in Philly? Are there other countries with this kind of mint mark? The Philadelphia Mint produced coins for the Philippines for many years, but they are identified by the absense of a mint mark (like U.S. coins during that period).
