It almost looks appears that someone was going to drill a hole in it, then changed their mind, tried to repair it, and it ended up like that....

Save your money. If ANACS says "damaged" then PCGS will probably body bag it.

It certainly could be a mint error as Heritage thinks, therefore not a damaged coin. I would not want this coin, simply because the spot looks ugly.

I think most people buying Commemorative gold will not accept such marks, even if mint errors.
