when searching some rolls of 2006 nickels i found a dozen or so of these, with some having much less "lumps" and progressing to this. die chip?

Actually, the set of them in "progression" would be something to hang on to. No great value, but a nice "run" of the die.

at least half of the 200+ phili mint ones I have in hand exhibit this, as well as what appears to half of an 8 in the same area.

Not sure if they are having problems with the new dies, but these are very plentiful seeing as half of what I have exhibits these markings

Looks like a karmic response to both the nickel being hijacked for Monticello forevermore and to the mint for calling the same old design a new design.
