191x Lincoln Cent. Damage or what?

This was in my brother's old Whitman Lincoln cent book as a 1917 for the past 35 years. It didn't look right to me (although with the naked eye, it looks more like a 1917 than anything else). Anyway, I tossed it under a microscope and snapped a picture. It looks to me like a damaged 1918 -- but what ever shaved it did a nice clean job. For what it is worth...

Any guesses on what this is and/or how this happened?

It's damage from a rolling machine. The crimper swiped the 8 and moved the metal away. This is how those stupid "Tilted 1" Lincolns get made that people ask about occasionaly.
